Advanced: platform capability packs (L0)
Capability packs define what a platform instance can provide; they are distinct from organization policy and the speaking runtime.

Goal: Distinguish capability packs, organization practice policy, and the speaking runtime—and know whom to contact for enablement or additional capacity.
What is a capability pack?
A capability pack is enabled at the platform-instance level. It defines the maximum set of practice types, pipelines, and features that a deployment can provide, such as speaking exams or multi-party dialogue.
Capability packs determine what the platform can provide. Organization policy determines what this organization enables. The speaking runtime determines which technical route handles a request.

Who configures L0?

Organization admins cannot enable a capability that the platform has not provided. They can configure only the enabled range through Organization practice policy (L1).
Two controls that are easy to confuse

If speaking practice works while a pack appears disabled on the super-admin page, the catalog marker and runtime environment may be out of sync. This is an operations reconciliation issue and does not necessarily mean that the feature is unavailable.
What Organization admins should check
- Open the organization's Platform capabilities page or equivalent.
- Compare platform availability with the capabilities enabled for the organization.
- Needed but unavailable on the platform → ask the platform administrator to purchase or enable the capability pack.
- Available on the platform but disabled for the organization → enable it in practice policy; see Organization practice policy.
